
Didn't even realize that it might be, I'm running official eMule on Win7 Home Premium and my config is in the eMule folder. But I use the binary (zip) file, don't know if an installer version would put it else where or not.

To turn off Hidden Files on Windows 7, Control Panel>Appearance and Personalization>Folder Options>View, then under Hidden Files and Folders, just check the Show Hidden Files, folders and drives option.
While there, I always un-check Hide known file extensions and Hide protected operating system files.

I get tired of Windows treating me like a nOOb, lol.

Besides, I just like to mess with things.
